They say it's part of an effort to install an outlying landing field. Local lawmakers say it's part of a conspiracy to make locals more familiar with the noise and scare away existing wildlife that could block the landing field's construction.

The Federal Emergency Management Agency estimated damages from the Nov. 11 nor'easter on Currituck County's Outer Banks at about $164,000 after visiting the area Tuesday, according to Currituck Public Information Officer Randall Edwards.
